This is based on the idea of See Something Say Something. This approach would require active interoperability between people, communities, and authorities. A unified handholding would lead to smart citizens who know what to do in the case of an exigency situation. It is a part of the process of developing a culture of collective security.

The National Citizen Security Culture project aims to increase the level of awareness among the common masses, communities, and authorities as well. It reiterates the power of collective wisdom.
